Article is from 2004, update in Dec. of 2005. Historians are known for jumping the gun on most recent US Presidents (up to Carter). As a general rule, historians should wait 30-40 years before deciding such Presidential decisions made in the Presidents' terms have profound impacts on the nation ever since. Today, nationally, we are still impacted by the disastrous decisions made by Pres. Jimmy Carter (energy security issues) and we are beginning to feel the impacts of Reagan's decisions (economy and national security issues).

Historians have already rated Jimmy Carter as the worst President ever, so it could be soon that Dubya would join Carter, Andrew Johnson and James Buchanan.
